Rules for Library Usage

1. All collaborators of the Academy of Sciences, scientists, specialists, postgraduate students and students from other scientific and educational institutions have right to get access to the Library services.

2. Users of the Library have right to:

• have free of charge access to basic informational services of the Library;Borrow published issues at home or to a workplace;
• borrow publications and other materials at home or to use them in general and profiled reading rooms;
• borrow books by interlibrary loan system;
• use other services including pay services;
• participate in the events held by the Library.

3. Users of the Library are obliged:

• to take good care of documents, equipment and other material assets of the Library, examine loaned documents and if they are damaged report about damages to a librarian, or the borrower will be responsible for a book or material;
• not to make marks, underline sentences, write down signs, tear or turn down pages in the borrowed materials. The user cannot take photos of pictures, maps or illustrations.
• to return borrowed materials in time. If a publication is lost or damaged the user must replace it with an identical publication or with a bind copy or to pay its price;
• not to enter a reading room wearing a coat and carrying bags, satchels, cases or plastic bags;
• maintain universally recognized norms of behavior, keep silence and respect other users of the Library;

4. Registration of Users.

Collaborators of the Academy of Sciences can be registered according to their certificate of employment or ID card and they are obliged to fill in a library card. Collaborators of other educational and scientific institutions: scientists, students or post-graduates have to present their ID cards.

5. Rules for Reading Rooms Usage

• Books from additional reading room stocks are loaned at the request of a user, from book depository — at a written request from a user.
• Rare, valuable or unique items, newspapers, publications received by interlibrary loan service are loaned only in reading rooms.
• A user can borrow only 5 items at a time and only one annual newspaper file.
• User’s request and a record in a publication form of the date and the Last Name of a user proves loan and borrowing of a publication.
• Materials borrowed in reading rooms must be returned at the same day.

It is prohibited to enter a reading room with private books or borrowed publications for home usage.

6. Rules for Home Loan Usage

• Only the members of the Academy have the right to consult publications outside the Library.
• Users complete reading requirements to order and borrow materials from library loan service. They also sign book forms. It is prohibited to take out items if they are not registered in reading forms and other registration forms.
• Users can borrow no more than 5 items at home for 30 days. In case the loan date is expired user is notified about it. If the user violates this rule again a librarian can take his or her reader’s card for about 6 months.
• Rare, valuable, unique items, newspapers and borrowed publications by interlibrary loan are not lent at home.
• Every year users must be reregistered at scheduled date. They have to get all the borrowed materials to the library and their ID cards. Users who are not reregistered will not have access to library’s services.
• Users must return borrowed items to the Library in case they go on long vacations, planned missions, etc.

7. Rules for Usage of the Reading Room for the Rare Book Collection

• Rare Book Collection consists of unic publications, manuscripts and documents of scientific, cultural and historic interest which are state’s heritage.
• Coming to the reading room for the Rare Book Collection for the first time the user must complete a special registration form.
• Items from the Rare Book Collection can be consulted only in the reading room.
• Books and other materials from the Rare Book Collection can be borrowed for copying only with a written admission from the Director of the Library or his/her director deputy. Copying is done in presence of a librarian from the Rare Book Department.
• After consulting the literature the user gives it back to a librarian on duty.
• It is prohibited to enter the reading room wearing a coat and carrying bags, cases, plastic bags or personal books.
• It is prohibited to make notes, underline sentences, turn down or tear pages, trace, cut, bend a binding, dirty documents, shift sheets in non-stitched publications, carelessly turn over pages, lean on a book.

8. Rules for the Reference Room Usage

In reference rooms users have right to:

• use bibliographic reference collection, encyclopedias, dictionaries, reference books, bibliographies, normative and legislative acts. Reference publications are not home loaned.
• give different information requests: thematic, specifying, address requests to have a qualified service from a librarian.
• consult a librarian on question about use of catalogues or library directories.
• use documents which are in free access and watch exhibitions (new aquisitons and thematic publications) organized in the reading room.

9. Rules for Interlibrary Loan

Collaborators of the Academy of Sciences can use the Interlibrary Loan to request items that are absent in the Library as well as other Moldovan libraries have right to loan books for a short term for their needs from the Library.

To receive literature by the interlibrary loan the user have to complete a special request form. This form must be signed by a person responsible for the service and have a stamp of the Library.

For each item the user must correctly and clearly complete a separate form including information about the item and personal data.

Materials received by the interlibrary loan cannot be taken home.

Term for the delivery of an item is one month. The user gets information about item’s delivery by e-mail, mail or by phone.

A reader can use the item for 20 days.

Rare, valuable, unique publications are not loaned by the interlibrary loan.

The user is responsible for the item received by the interlibrary loan.

10. Responsibility

Users who have violated the rules for Library usage, who have damaged its property or have disturbed other users, bear administrative, civil or criminal liability according to the applicable legislation and rules for Library usage.
